Gli
studenti fuorisede dimoranti nel comune di Pisa sono circa 18.000, ed occupano circa
4000 alloggi, con una media di quasi cinque studenti ad appartamento. Gli unici
“fortunati” sono i borsisti dell’ Azienda Regionale per il Diritto allo Studio
che mette a disposizione, ad ora, 1240 posti letto gratuiti tramite concorso pubblico
e, a breve ,il completamento di nuove residenze universitarie porterà questo
numero vicino alle 2000 unità. Se prima della liberalizzazione del mercato delle
locazioni uno studente riusciva a trovare un posto letto spendendo in media
circa 100 euro, ad oggi si devono sborsare in media 250 Euro per lo stesso posto
letto. I canoni medi di affitto sono di poco superiori ai 200 euro per un posto
in doppia, mentre si deve esser pronti a pagare più di 300 euro se invece si vuole
una singola. Ed ogni anno questi canoni crescono, senza accennare a fermarsi; ne
è un esempio lo stesso bilocale in periferia che nel 2003 aveva un canone di 450-500
euro adesso non lo si trova a meno di 600 euro. Il tutto al netto delle spese
condominiali e delle utenze domestiche, la cui privatizzazione ha portato ad
una forte crescita degli importi delle bollette. Ma la precarietà abitativa non
è data esclusivamente dagli affitti insostenibili, viene anche dalla natura stessa
della locazione. Infatti, da rilevazioni statistiche, nel 2004 oltre il 54% degli
studenti aveva un contratto non regolare, mentre più del 20% il contratto non
lo ha proprio, essendo quindi quotidianamente esposti a ricatti e senza

alcuna
garanzia. La legge 431/98 prevede l’ esistenza dei cosiddetti contratti concordati
specifici per gli studenti universitari, valido solo nei comuni sede di università
e in quelli limitrofi (per Pisa anche San Giuliano, Cascina e Vecchiano); questa
forma contrattuale è diversa dal normale 4anni+4anni, o contratto “libero” e
garantisce un canone inferiore del 40-60 % di quello di libero mercato. Tali
contratti tuttavia non sono obbligatori per chi affitta a studenti, e per questo
solo il 2-3% dei contratti è concordato, tendendo il proprietario di casa a
voler ricavare la massima rendita dall’ affitto del proprio immobile.
